Abstract : Dār AL - Sinā'ah is the official facility under the supervision and organization of the Islamic State, and it used to build warships for the Islamic fleet, as well as manufacture government service ships. There has been a clear difference between historians regarding the issue of time and how to establish the Islamic fleet, as well as the establishment of the House of Industry itself, and all the credit for building the Islamic navy was attributed to Muawiya bin Abi Sufyan, and the news of the fleet acquired most of the writings, and the news of the House of Industry was neglected, and this also led to confusion about how and when the House of Industry was established, and whether it was in the Levant or in Egypt first. And because the establishment of the House of Islamic Industry was linked to the need to form an organized fleet; It was the beginnings of the role of industry on the Levantine coast and then central Egypt, and in an early period in Islamic history during the emirate and then the caliphate of Muawiyah bin Abi Sufyan, who is considered the owner of the idea of building the first regular Islamic naval fleet, as he was preceded by several Islamic naval invasions, but they did not express the shape of the fleet. Regulars as will happen during his reign. In its beginnings, the roles of industry depended on the inhabitants of the Levant and Egypt in making ships, and the Islamic State continued to work with the old system used in those countries before the Islamic conquest until it had sufficient knowledge, then imposed its own approach in building ships and the multiplicity of their types, and the development of what and how administrative supervision And the money on the House of Industry. Successive Islamic countries have spared no effort in providing the Dār AL - Sinā'ah’s requirements of raw materials for building ships and marine weapons, such as wood, iron, sails, ropes, etc., and they imposed strict laws to fill the deficit in these materials in some periods when there is no or less presence of wood and iron, which is the matter. Which led to the search for it in places other than Islamic countries, and it was abundantly available in Europe (the countries of the enemies), which imposed a kind of diplomatic methods as well as a fee from foreign policy in the way to deal with the Europeans to provide these materials in addition to the exchange of other interests. The Europeans spared no effort to take advantage of this loophole in putting pressure on the Islamic State present in Egypt to serve their interests, and the fleet building materials were a source of pull and push between the two parties, in addition to being a source of difference between the Europeans themselves by interfering with the Church and punishing those traffickers with Muslims with these materials, This corresponds to the Italians desire to continue trade with Egypt to serve their material interests. Accordingly, it was the beginning of Dār AL - Sinā'ah on the Levantine coast, to the extent that the ruler was strong and supportive of it; The Islamic fleet would be strong and would impose its equations of control in the Mediterranean.
