Consumer’s Protection in Transactions across Social Networking Sites in the Saudi Electronic Transactions System

المستخلص : The significant technological development has caused the emergence of e-commerce, which enables every individual to have the chance to own his/her online store. Particularly, due to the wide spread of social networking sites, online stores are not restricted to merchants anymore; on the contrary, any account holder can create one. This has led to increasing consumers` concern in the purchasing process through these sites of the possibility of becoming victims of scam, especially as the social networking sites are not subject to regulatory controls that protect the consumer. So this study aims to answer the question: What are the means of consumer protection in transactions across social networking sites? The study is divided into a preliminary study that deals with the consumer in transactions across social networking sites, Followed by the first study, which investigates consumer protection before the e-contract, Then a second study that deals with consumer protection during the e-contract, Finally, a third study that clarifies consumer protection after the e-contract. This study was relied on the Saudi Electronic Transactions System and the E-Commerce System project. The descriptive analytical approach is used. Then the study reached several results: The Consumer Protection Association receives complaints concerning misleading advertising, and submits it to the competent authorities and follow them up. The consumer should ensure that the online store at the social networking sites is authenticated at the "Maroof" website launched by the Ministry of Commerce and Investment. The study also provides a number of recommendations, including: We recommend the Saudi legislator to issue the E-Commerce System faster to provide consumer protection in electronic contracts. We recommend the Ministry of Commerce to make a decision faster to oblige the celebrities of the social media sites to issue a license in the exercise of media activities through their accounts, as well as requiring the productive families to issue a license.
